LTFRB bans carpools and regulates school buses with franchises

Land Transportation and Franchising Regulatory Board (LTFRB) regional director Atty. Abdulgafar Mohammad said that carpooling is illegal according to the law because the units are not registered and could not be covered by proper insurance in case of accident. They are therefore no longer allowing them to operate.

In line with this they have also said that in their plan to regulate school vans with franchising permits, about 300 operators of vans applied for franchise and about 270 were approved (as of May 31, 2007). According to him, it takes long for a van operator to be approved because of the requirements for safety gadgets to be installed which have to be met prior to the certificate to be issued.

These are in line with the City’s preparation for the opening of classes in June.

Some car dealers should see the potential in this regulation by offering special car loans to these school bus operators to outfit them with vans and buses that meet the requirement.
