The Philippine Bureau of Internal Revenue has issued new documentary requirements when transferring land titles or applying for Certificate of Authorizing Registration(CAR).
Covered under Revenue Memorandum Circular No. 76-2007, it states that they must include a photocopy of official receipts (ORs) issued by the seller so that the BIR can determine whether the sale of real property is on cash basis, deferred payment or installment plan. The other requirement is a certified true copy of the original Registry of Deeds pertaining to the transfer of property prior to the issuance of original title.
According to them:
The original copy of the ORs shall be presented to the BIR for authentication during the processing of the application for Certificate Authorizing Registration (CAR). However, if the seller is not engaged in business, the acknowledgment receipts issued by the seller from the buyer or any proof of payment shall be presented, the circular stated.
