LGU’s vote to regulate metal scrap and junk business

During a League of Municipalities of the Philippines (LMP) special meeting last Thursday, July 17, 2008. Mayors voted to regulate the scrap metal industry as opposed to a total ban of the burgeoning industry. Provincial lawyer Handel Lagunay, who shed his expertise at the meeting said a total ban may be unconstitutional being restrictive of free trade.

Tubigon Mayor Luna Piezas withdrew a motion against the junk and scrap metal business that would have prevented them from operating in their cities.

The LMP is pondering on adopting stricter policies to those in the junk business before scrap buying permits will be granted to them.

Reasons for alarm and increased regulation of the junk business is because of cases of:

  1. Indiscriminate use of minors and school children in the industry.
  2. Rising cases of live service drop wire thievery that end up in junk shops or in the hands of scrap metal buyers.
  3. Some buyers employing an army of kids who at times steal but are immune from apprehension due to an existing Juvenile Justice Act.

Some of the proposed qualifications thought of before permits can be granted are

  1. Age regulations requirements be imposed
  2. Right to do on the spot inspections at their shops
  3. Buyers will keep a daily establishment logbook which traces which items are sold by whom.

Aside from being a good business, waste garbage recycling is one of the best ways to help the environment because we reuse our waste and not trigger a need for industry to produce and harvest materials from the environment
